I can't see this. Bingley was IMO at fault to allow Darcy to tell him waht Jane thought, but he could harldy be said to be dishonourable. He paid J attention, but given the gossippy nature of small towns, I would hardly say that it took more than a "hello, do you wnat to dance" before SOME of the local gentry were thinking that the couple were sure to marry. Jane did have hopes that he would propose, but she was not "clinging to the hope"...
