Yes, he could have said all those things, but if asked for his opinion, it's not wrong for him to actually give his opinion. He could have reminded Bingley that he (Darcy) didn't know her nearly so well as Bingley did, but he shouldn't have needed to - Bingley already knew that perfectly well. He shouldn't have needed to spell out for Bingley that the choice was ultimately his own - for a grown man of independent means, that's understood by all from the outset.
