Because young men and women were only supposed to know each other closely in the context of courtship and marriage. If a couple were exchanging letters, they were breaking the bounds of propriety, by possibly exchanging intimate thoughts, without the overlooking of hteir parents and chaperones. Same reason that a young couple weren't supposed to be alone together, except for short periods and that a lady was usually chaperoned by her maid or a relative
