I do believe that it was a no-no for single men and women to exchange letters. Why this was the case I couldn't tell you. I think that if they were in an open (acknowledged, known) engagement it was okay.
There have been several examples in JA's writing about this:
In S&S Elinor (along with everyone else it seems) believe that Marianne and W are engaged because they are exchanging letters.
In Emma Jane Fairfax hurries to collect the mail everyday, firmly denying Mrs. Elton's offer (demand) to have a servant do it. We find out later that she was getting letters from Frank and didn't want anyone to know about it.
