No of course he wasn't asking her to dance a reel. He was making a very awkward clumsy attempt to talk to her lightly, to flirt a little. But given that he was generally so stiff, and so unsure of his own wishes with regard to her, it is hardly surprising that it just came out as sounding foolish and awkward and NOT an attempt to be pleasant or flirtatious with her. I agree that most of his interaction did not show that he had any interest in her, just that in his friend's house, he could not be SO rude as he was at the Assembly and that he was stiffly trying to be "fairly civil to a lady guest".
