... is of the type that has been called "third-person omniscient", I believe. She is passing on the general feeling of the community without overt comment.
There's a lot of this in Austen's work, and it's frequently hard to see where the third-person omniscient narrator and the absolute omniscient narrator diverge. Give me a little time and I'll resurrect my references on narration. They're interesting and, I believe, instructive.
