Mr Bennet calls on Mr Bingley, and then he springs this news on his family -- after allowing Mrs Bennet to work herself into a bit of a nervous tizzy. Mr Bennet does seem partial to Lizzy (as Mrs Bennet mentioned in Chapter 1), since he addresses his opening remark to her. [Note: most scholars assume that the question to Lizzy regarding the next ball should also be attributed to Mr Bennet rather than Kitty.]
We don't learn anything new about Mr Bingley except that he is expected to attend the upcoming assemblies. We do, however, learn much more about the Bennet family. Lydia, the youngest, seems quite brash while Mary is (perhaps) more reflective. I think the use of "fretfully" to describe how Kitty replies to her father's teasing is indicative of her character as well. Jane, who was mentioned in Chapter 1, is not mentioned in this chapter -- I wonder if she was present during this discussion or just didn't bother to join in.
