He could not make a formal proposal yet because he was in mourning. However, he was dropping a hint so that Anne would understand that she was his object, not her sister, as the world believed. Mr. E chose also not to court Anne more openly probably because he knew it would offend Elizabeth. He did not want to lose his easy access to Camden Place by doing so.
