My reaction is much the same. For me the most interesting parts of this week's chapters are when the Crofts are on stage and the news of the engagement.

I think this lull in the action is quite deliberate. In Ch.12 Anne seemed to have two potentially promising alternative futures in Captain Benwick and Mr Elliott. But Benwick fails to appear, and Mr Elliott generates no spark at all, for Anne or for the reader. Bath and everyone in it except the Crofts are flat, uninteresting, dull, dull, dull...

I think JA is evoking the flavour of the world as Anne experiences it, and the reader is being set up for the denouement.
