I interpreted this saying as someone causing a (most likely avoidable) injury and then providing an *inadequate* remedy, like offering a Bandaid after inflicting a serious head wound that really needs stitches and investigation for concussion.

It hadn't occured to me that the second part might mean the injured party shouldn't resent the other person's attempts to do *something*, however inadequate, to improve the situation. Thanks!
