I think Mr. Elliot is making himself agreeable to Lady Russell, in his praise. He knows that compliments to Anne will please Lady Russell, and if his views are what Lady Russell thinks, then he may get her help on his side.

Indeed, Lady Russell passes on the flattery, and it does encourage Anne in favourable feelings towards him. Although he is probably not around many women who would do as Anne has done, that is his own fault and choice.
