You are mistaken. An engagement can be postponed, and the request to do so need not be indelicate.

"Oh, Frederick, I can not be the one to hold you back from the success I know awaits you as you protect our beloved England. Go, with my love, but without any commitment to me. When you return to shore, rightfully taking your place as one of our most respected heroes, come back to me. If you still want me when peace is secure, I will be yours."

I have said I had no problem with Lady Russell caring or advising Anne. I have a HUGE problem with her close-minded, narrow views that ignore Anne's chances of felicity, even after she has been proved by events to have advised wrongly.
