I agree that Anne would have stayed becasue she is fond of Louisa, and knows that Louisa is fond of her, and would rather have her for a sister than Mary (she overheard Louisa saying that quite recently -- re chap 10).

I think Fred knows Mary is too be blamed for insistng on staying, and his annoyance was agaisnt Mary, not Anne. Perhaps he even subconsciously thought that if Anne stayed, he and Anne could get closer together while caring for Louisa.
