Are you new?

is the fact that the very first Navy list at Uppercross was after the Captain started coming around (ch. 8). Why hadn't anyone tracked "poor Richard's" progress before that? His sisters might have been too young - or too occupied at school - but what about his parents?

Or was it not useful in tracking a midshipman like Dick?
