Thank you for these examples Robbin. I'm reminded that when Marianne married and moved to Delaford she became "mistress of a village".

I'm aware of examples here in England where complete villages were part of a great estate. Sometimes the landowner would move the entire village to a different location if it suited their convenience, for example at Milton Abbas in Dorset.

I also know from tithe maps and the like that this was definitely not always the case, and villages often contained quite a few freehold properties. So I don't think we can be certain that Sir Walter was Lady Russell's landlord. But it is definitely plausible, and does away with the apparent incongruity of Lady Russell's opinion.
