... that Sir Walter is capable of expressing admiration of someone else's looks? While scathing of those he considers "plain," he does not appear to indulge in bitchiness or envy of the handsome.

However, he's probably not envious because he considers himself handsomer than anyone else. And maybe he draws attention to the good looks of others, in order to fish for compliments to himself.
