Well spotted! Can someone be said to have a voice if there is no one to listen? I think we quickly learn that the problem is not Anne's lack of voice but rather others' lack of interest in it. Austen sets up a beautiful contrast between Anne's situation here, and later when there is someone who not only listens to her but seeks out her voice.
