Are you new?

Imagine being a tradesman or farmer who had sold goods to Sir Walter and having to wait more than 7 years for payment! Especially since the tradesman likely had to lay out his own funds to buy (or raise) whatever he sold to Sir Walter. Sir W's cavalier attitude about paying his debts could ruin others. Good for Anne for wanting to be strict about this.
