Well said! I totally agree with you about Lady Russell's point of view and about the risks to Anne.

But I think I also understand why Frederick couldn't wait until he had earned a fortune before proposing to Anne:

Some other man who's fortune was already established might well snap her up in the meantime.

Crucially, I think it simply wasn't in his nature to wait. He is confident, sanguine, fearless, headstrong. These qualities which Lady Russell deprecates are precisely the qualities which enabled him to be so successful in his naval career.

Frederick is a man who believes in his own luck, a man who can seize the moment - and the girl.

(And by heck I can see the attraction in that!)
