I think there are two reasons here. One, it's possible the more prominent lawyers would be based in London. It would be difficult for Sir Walter to get one to come to a country town, especially when there were plenty of people to serve in the city. I also think Mr. Shepherd is very, very good at flattery, and Sir Walter certainly enjoys flattery!
