I always took 'clumsy wrist' to mean the way that one holds one's hands.
There are classes in deportment, I know, that tell the students how to sit, rise, tilt one's head, laugh... Certainly holding one's tea, or fan, or even placing one's empty hands, gracefully would be the same sort of art, right?
But I am only guessing. I have never heard the phrase elsewhere.
