So far, Frederick and Anne's history hasn't been mentioned. This is a tantalizing sentence - who is "he" and why does this agitate Anne so? You must turn the page and find out. And then Austen starts right in on it:

"He was not Mr. Wentworth, the former curate of Monkford, however suspicious appearances may be, but a Captain Frederick Wentworth, his brother," (ch. 4)

It's a perfect chapter ending and gets the reader to do exactly what every writer wants her to do: turn the page. ;-)
