I think my different reactions to Elizabeth and Sir Walter are due to the way Jane Austen wrote the characters. Sir Walter comes across as an object of ridicule, whereas Elizabeth's edges are not softened the humor Austen instills in the Sir Walter. There is not one humorous note in Elizabeth's character, so her neglect, meanness and pettiness shines through much more clearly for me.
They both neglect Anne, but Sir Walter just seems oblivious - as he is to everyone except Elizabeth. There's some real spite to Elizabeth's singling out of Anne.
