However Sir Walter and Elizabeth might feel about Mr. Elliot, would they not wear the ribbons because that was the socially proper and expected thing to do?

Despite not engaging with him socially, wouldn't failing to wear black ribbons in public be seen as a general lack of propriety or an intentional snub?

I suspect Sir Walter's vanity would demand they behave according to expected norms, whatever their feelings for the individuals (Mr. Elliot and his 'dearly departed') in question.
