Actually the cancelled chapters were not about Frederick and Anne staying there - they were about Mr. Elliot and Anne staying there. I think there's a difference - Mr. Elliot is to be the next baronet of Kellynch. What they were offering, basically, was the abilty for him to move into what will become his house (unless he has some sort of accident and dies) before he's legally able to do that. They were doing this for Anne's sake - so she could take over in her dear mother's place even sooner than expected.

I don't think that they would feel the need to do this for Frederick! It's not like the house was going to be his in the future or anything. He's wealthy - he's on land - he can find his own place to rent or buy! And both of them know they can always come to Kellynch to visit them as long as they live there.
