It was not at all uncommon for someone who had been promoted to Commander to never be given a ship, at that rank. As he was promoted following a major battle, he would have been one of several lieutenants promoted at the same time in consequence of the battle rather than because of any specifically heroic deed of his own. And only a few months before San Domingo was Trafalgar when there would have been a whole raft of other promotions.

So, no, he was not technically 'unemployed' in the sense that he was a serving officer, on the navy list and so in receipt of half pay, but he might never have been deployed - especially as he had so few connections to speak for him.
