she did accept him, but circumstance made it not happen. He doesn't have any grey areas, the Captain, and values his firmness of character approach more than anything else.

Anne even wonders why he didn't return once he had become successful, so it is clear that he didn't even consider a second hearing. It's easy to see why she must've thought he had given up any thought of her.

It really is quite fascinating! ;-)
