I tend to think this passage is the Admiral rambling on about Kellynch and not really intending to say as much as he did. I can see Mrs Croft saying "Dear, you might have offended Miss Anne" and him not even knowing what he said that might be offensive. It is his unpolished manners that are on show to me rather than a comment on the Elliot's upkeep of the house.

If only one chimney smokes, it probably has more to do with that one chimney's construction or location than poor maintainance, I think. Sorry if that wasn't clearer. I have a fireplace that smokes and have been researching fixes - cleaning can help but I think I might need new cap. This is getting too far away from the book though.
