I imagine that Lady Russell is thinking mainly of character here, not just appearance.

Lady Russell loved them all, but it was only in Anne that she could fancy the mother to revive again.

However, Anne's appearance does also seem likely to have come from her mother, as it doesn't resemble her father's.

her father had found little to admire in her (so totally different were her delicate features and mild dark eyes from his own)

That is to say, Anne doesn't have the much-vaunted Elliot Countenance at all. I like to think she has the Stevenson Countenance.
