"Captain Harville, though not equalling Captain Wentworth in manners, was a perfect gentleman, unaffected, warm, and obliging."

What did this mean in the L&T of the day? What did manners imply? How would a difference be so apparent on a first meeting?

I am making the assumption that this refers to public manners that would be displayed to someone you do not know. Because we all agree that CW's manners to Anne have been just dreadful.
