respect the American flag of neutrality is based on legislation in the British Parlament (1806) which was part of William Wilberforce's efforts toward abolition of the slave trade. The legislation in effect said the American flag of neutrality would no longer protect British ships flying under that flag. They were using this flag in order to transport slaves, thus the legislation made them susceptible to privateers. The idea of this legislation is attributed to James Stephen, a maritime lawyer.
