In these chapters, I think we do see hints of Wentworth's true charecter and also, glimpses of the situation between Wentworth and Anne.
As I see it, Capt. Wentworth's intial reluctance to call at the Cottage may show consideration for an injured child. Then his subsequent appearance suggests to me even a subconscious curiosity to actually see Anne.
So I'm unsure if I'd charecterize him as a good guy or bad guy with regard to Anne, here.

I think JA hints at intense agitation between Anne and Wentworth-- Anne's sense of ordeal at the meeting, Wentworth's reported comment on finding Anne 'so altered he would not have known you again'.
