What was she supposed to do ? I think we need to remember this is a society where a well brought up young woman was not even supposed to show any reciprocal interest in a man until he had declared himself to her ( via her parents) ;-)
The onus in most social situations regarding single females in this very male dominated society was with men to take the initiative .
JA ,it seems to me, didn't condone this expectation at all times, but her heroines in the main do act correctly according to the standards of the day . For Anne to have been "forward" and taking the initiative socially with the Captain after if he had shown no interest in her at all, and in fact had acted politely but pointedly coldly in all their social situations would seem out of character IMO . Lydia Bennet no doubt would have taken him to task....but not Anne.
And constant rebuffalls of even common place generalities like greetings( met with no further conversation but stony silence) would deter even Lydia in the end ;-)
