I think that that passage is supposed to show us how deeply in denial he is about his feeling. So I do not think he is being deliberately cruel, he is in a bit of an emotional mess and making some duff decisions. Of course, he does not look like a mess, outwardly, but this is a man who has been trained for twenty years not to show fear, confusion etc.

And yes to everyone who has pointed out that she was the one who rejected him eight years ago, and even now she is not showing much warmth towards, or interest in, him.
