The wintery image is of his behaviour, not necessarily his feelings. We do not yet know what those are, other than that his comment about her altering was spoken in confusion, when he was deeply affected by seeing her so changed.

But yes, his behavour towards her, the cold politeness, is chilling. My particular hate is his use of madam on the first occasion reported of his addressing her directly. Not Miss Elliot, or Miss Anne, but that impersonal madam. :-(
