'on being applied too' is in NA; Mr and Mrs Morland's surprise on being applied to by Mr Tilney, for their consent to his marrying their daughter,...' (ch.31)

My impression is probably Capt. Wentworth applied to Anne's father Sir Walter for permission to marry her; and found 'all the negative of great astonishment,great coldness, , great silence and a professed resolution of doing nothing for his daughter'.

I think the Elliots and Lady Russell considered the relationship should not go any further.
