Are you new?

Mrs Clay is the daughter of Elizabeth's father's employee. She is a widow who, we are given to understand, has a precarious economic situation. She dumps her two kids on we-don't-really-know-who and latches on to the Elliots.

So her "situation" is that of one who depends, for the continuance of a much more comfortable situation than she was in formerly, entirely on Elizabeth and Sir Walter. Lady Russell knows the two latter well enough to realize that having a "yes-woman" like Mrs C around can only enable their bad treatment of Anne, among other negative things.
