'In favour of his constantcy'...I see your point Anne may hope or wonder if he still cares for her.

My impression is the phrase shows Anne sustains deep feelings of attachment for a man ,outside her own circle, whom she has not seen for nearly 8 years.

Anne's hope rather than a belief in his constancty to her ? From the Navy Lists, she could not doubt he had made his fortune.
