Has a higher rank, but even as a captain he might not be in a position to aid his brother-in-law's career.

If Croft himself was at sea, he might not have the opportunity to advocate for Wentworth.

Admiral Croft would also need someone in his corner to help to promote him through the ranks, and it could be that he uses that "political capital" to gain his own promotions.
