Are you new?

I went back to reread the 1st paragraph and for some reason realized that I've always glossed over 1806. Yikes. I see now. Well, then it's now a mystery that must be solved! Could it be that CW's lack of maturity had prevented his own promotion in the Navy? What was his rank at that time? It says he was "being made commander" so he was an officer of some sort.
