He was already in the Navy - but he was inbetween ships at the time he visited his brother in his new house at Monkford. I wondered the exact same thing when I read that line to be honest - if Adm. Croft is an Admiral when he shows up to rent Kellynch - surely he's high enough to help out before as well?
