Why do you think it wouldn't occur to Lady Russell that Mrs. Clay is making a play for Sir Walter at the same time as weaseling her way into a place of honor and dependence with Elizabeth? It occurs to everyone else. I think it's quite likely that's one of the objections Lady Russell has with her.
