I don't think it's either/or. In Persuasion, Anne and CW really have continued to love each other without contact or encouragement for 8 long years (which, to argue the other side, I find just a tad unrealistic), and are rewarded by being reunited. However, I think the main point is not about falling in love a second time, but how long it takes to do so. Even in S&S, how long did Col. Brandon mourn his lost Eliza before he finally fell in love again? (Too long to be entirely healthy, if you ask me!) For Marianne, IIRC, it was two years before she married the Colonel, so presumably it took her a while to transfer her affections from Willoughby to him.
