Are you new?

I thought she was letting the curtains down so he’ll think she’s not home. He thought it was because of her appearance but I thought she was trying to avoid him. Does it make sense? I guess it depends how you read ‘I observed the blinds were let down’, did he observe it from the street or from inside the house?
