I think he was visiting, and she had the shades let down for some reason, but not for fear of him seeing her wrinkles or whatever else, but perhaps it was sunny and she wanted them down. And sir Walter interpreted it in his own ways, as he does all things. At least that is what I thought when I read the phrase.
