Your explanation does sound like something that could more properly be said to Anne at this point. But to me, it seems rather silly to call his failure to put a stop to Louisa's wanting to be jumped a "weakness." The jumping habit seemed harmless enough in the country, over stiles. But maybe the weakness was in allowing her to be jumped the first time in Lyme, where the pavement was so much harder (and thus more dangerous).
