It might indeed be something like paper hats or party hats!

When we were doing the recent read from JA's letters, I noticed this in the Jan. 9, 1796 letter to her sister Cassandra:

We have trimmed up and given away all the old paper hats of Mamma's manufacture; I hope you will not regret the loss of yours.

Given the early January date, perhaps they were something for use at Christmas or New Years, so that would fit in with whatever the girls are doing in Persuasion as well.
