The notes in my Penguin edition Written by Rebecca Mog (10/12/2005 5:53 a.m.) in consequence of the missive, No idea, penned by Cheryl

for ch. 15 (Vol 2, ch. 3) explain 'sandy haired' thus:

'Like Mrs Clay's freckles, Colonel Wallis's sandy hair is too close to ginger colouring to please Sir Walter's adamant taste'.

Perhaps ginger (hair) was considered common by this epitome of fashion? ;-)
