It's not just LR who sees Anne as superior. In chapter 10 Mrs. Croft's tone of "calmer praise" leads Anne to "suspect that her keener powers might not consider [Louisa or Henrietta] as quite worthy of her brother," and in chapter 13 "Mrs. Croft always met [Anne] with a kindness which gave her the pleasure of fancying herself a favorite."

True, this is Anne's point of view and she might be biased, but I think Anne is correct, and Mrs Croft also sees Anne as superior to Louisa.
