I think, when we compare CW's startled abandonment of manners in this scene with JA's description of Captain Harville in ch. 11:

'Captain Harville, though not equalling Captain Wentworth in manners, was a perfect gentleman'.

Capt. Harville's worth is established in comparison with CW, and while Harville's qualifications as a gentleman are impeccable, his manners aren't as good as CW's. I'm assuming here that JA is sincere in her description of CW's manners - he really does have the best = genuinely well-bred, manners.

It would presumably take a great deal for these manners to slip, even momentarily. So I think his lapse in the scene in ch. 9 with Anne is, in its quiet way, startling. :-)
